Yes, it does. the screen will go off when there is no power, but once the power comes back on, it will still have your accumulated usage figures saved.

Why does the screen does not come on straight after plugging the unit in.

That might happen if the battery has been completely drained, if it has not been used for a while. Please leave it plugged in and switched on for 24 hours, The screen should now have come on.
